Report no.06-01966

On Tuesday, January 31, 2006, at 2225 hours officers were dispatched to a disturbance call in the 6500 block of Donal Avenue. Officers conducted an investigation, which led to the arrest on 25 year old El Cerrito resident, Amanda Ponte. Pointe was booked for assault and then sent to the county jail.


Report no.06-01925

On Tuesday, January 31st, 2006 at 0424 hours officers responded to the 1400 block of Rifle Range Road on report of an intruder in the house. This was updated to a stabbing shortly thereafter. Officers arrived to find Paul and Julie Rogers with multiple stab wounds and evidence of a struggle in the house. Two juvenile children were home at the time and had called 911 as the attack was occurring. Paul Rogers, aged 48, died at the scene from his wounds. Julie Rogers, aged 47, was transported to the trauma center at John Muir Hospital where she later succumbed to her wounds. The suspect was named at the scene as Edward Matthew Wycoff, a 37 year old resident of Citrus Heights and brother to Julie Rogers.

The Sacramento County Sheriffs department was notified of the crime and that Edward Wycoff was wanted for two counts of attempted murder. Edward Wycoff arrived at a Roseville hospital for treatment of his own wounds. He was taken detained by Roseville PD and El Cerrito Detectives took custody of Edward Wycoff at the hospital after his treatment and he was brought to El Cerrito for booking. He was then transported to the County Jail, charged with two counts of murder.

This case will be presented to the District Attorney’s Office for filing.

There is a formal press conference scheduled for Friday, February 3rd, 2006 at 0850 hours at the El Cerrito Police Department. Any questions regarding this case should be deferred until that time and place, when they will be answered by Commander Gary Priebe.

On Saturday, January 28, 2006, at 1915 hours officers responded to an automobile versus pedestrian collision at the intersection of Carlson Boulevard and San Pablo Avenue. The officers conducted an investigation and then arrested 51 year old El Cerrito resident, Bob James for driving under the influence of drugs and/or alcohol causing death or injury. James was booked and then sent to the county jail.

On Friday, January 27, 2006, at 2041 hours officers responded to the 6500 block of Eureka Avenue regarding a disturbance. Officers conducted an investigation and arrested 47 year old El Cerrito resident, Carol Renee for assault. Renee was booked and then sent to the county jail

On Friday, January 27, 2006, at 1732 hours officers responded to the Marshall’s clothing store at 10794 San Pablo Avenue regarding a theft. Officers conducted an investigation and arrested 25 year old Richmond resident, Robert Springer for stealing clothing. Springer was booked for petty theft with priors. Springer was sent to the county jail.

On Wednesday, January 25, 2006, at 2003 hours an officer responded to the San Francisco County Jail to pick up 40 year old transient, Mark Jelinek, who was being held on an El Cerrito P.D. Ramey warrant for charges stemming from an earlier narcotics arrest (See El Cerrito P.D. press release for case #05-10322). Jelinek was booked and then transported to county jail.

Report no.06-01517

On Tuesday, January 24, 2006, at 1450 hours officers responded to a forgery call in the 6700 block of Fairmount Avenue. They conducted an investigation and determined that 35 year old Berkeley resident, Laurits Juhl had used a forged check to purchase the victims vehicle on January 20, 2006. The investigation led to Twin Cities, California, were Juhl was arrested on an unrelated arrest warrant. The victim’s truck was recovered and the case was turned over to the District Attorney’s office.

On Tuesday, January 24, 2006, at 1116 hours officers responded to a call of loiters in the area of Cerrito Vista Park at Moeser Lane and Avis Drive. Officers conducted an investigation and arrested a 14 year old Richmond resident for possession of a deadly weapon. The juvenile was booked and then released to his uncle.

On Tuesday, January 24, 2006, at 0950 hours officers responded to a fight in the 500 block of Ashbury Avenue. The School Resource Officer conducted an investigation and took a 15 year old El Cerrito resident into custody for assault with a deadly weapon. The juvenile was booked and then transported to juvenile hall.

On Friday, January 20, 2006, at 1458 hours officers were dispatched to California Check Cashing at 10394 San Pablo Avenue regarding a suspect attempting to cash a counterfeit check. Officers conducted an investigation and arrested 23 year old Richmond resident, Mieka Robinson for forgery. Robinson was booked and sent to the county jail.

Report no.06-01235

On Friday, January 20, 2006, at 1433 hours officers were dispatched to the Safeway store at 10636 San Pablo Avenue regarding a theft. The suspect had fled with stolen liquor, but his vehicle’s license plate was obtained.

On Sunday, January 22, 2006, at 1041 hours officers were on an unrelated traffic stop in the area of San Pablo Avenue and Knott Avenue. Officers saw the suspect vehicle from this theft and they attempted to stop it. The vehicle fled and was finally stopped on San Pablo Dam Road, near I-80. The driver of the vehicle was identified as 56 year old Richmond resident, David Hunter. Hunter was identified as the suspect from the Safeway theft. Hunter was arrested for petty theft with priors and evading police officers. Hunter was booked and sent to the county jail.

Report no.06-01197 and 06-01204

On Thursday, January 19, 2006, at 2041 hours officers were dispatched to the 2400 block of Tulare Avenue regarding an automobile burglary. Officers conducted an investigation and determined that there was also an unreported automobile burglary in the 5700 block of Jordan Avenue. Officers searched the area and located the suspect in the crimes, 44 year old El Cerrito resident Darnell Conley. Conley was booked for two counts of burglary and was sent to county jail.

On Thursday, January 19, 2006, at 1450 hours officers were dispatched to a large fight in the area of Ashbury Avenue and Central Avenue. Officers conducted an investigation and arrested 18 year old San Pablo resident, Shanmese Robinson, a 16 year old San Pablo resident and a 15 year old Richomnd resident for assault with a deadly weapon. All of the suspects were booked. Robinson was sent to the county jail. The 16 year old juvenile was sent to juvenile hall. The 15 year old juvenile was released to her mother.

On Thursday, January 19th, 2005 at 1320 hours officers responded to the Washington Mutual Bank located at 9950 San Pablo Ave. on report of a woman trying to cash a stolen check. Officers arrested Fey Saephan, a 24 year old Richmond resident. She was charged with possession of stolen property and forgery and transported to the county jail. The case will be reviewed by the district attorney’s office for prosecution.

On Tuesday, January 17, 2006, at 1510 hours officers located a group of juveniles fighting in the area of Stockton Avenue, near the BART Path. An investigation was started and was followed up on by the School Resource Officer. On Friday, January 20, 2006, at 1200 hours the School Resource Officer arrested a 14 year old Richmond resident for assault with a deadly weapon.

The Juvenile was booked and then released to his mother.

On Tuesday, January 17, 2006, at 0202 hours officers were dispatched to a disturbance in the 1500 block of Liberty Street. Officers arrived and conducted an investigation. 39 year old El Cerrito resident, Dmitri Papatsenko was arrested for assault. Papatsenko was booked and then sent to the county jail.

On Monday, January 17, 2006, at 0123 hours officers 7100 block of Potrero Avenue looking for a juvenile that had an outstanding warrant for his arrest. Officers conducted a traffic stop on the juvenile’s father and started an investigation. The father, 45 year old El Cerrito resident Ivan Rodriguez lied to officers about his son’s whereabouts. Rodriguez was arrested for harboring a fugitive. The 17 year old juvenile was arrested at a nearby house, on the warrant and for possession of a controlled substance. Rodriguez was booked and then sent to county jail. The juvenile was booked and then sent to juvenile hall.

On Saturday, January 14, 2006, at 2019 hours officers were advised that an out of county victim of a stolen vehicle was following the stolen vehicle and the suspects into the south end of El Cerrito. Officers arrived and located the vehicle and the suspects in the area of Central Avenue and San Mateo Street. They recovered the vehicle and took 20 year old Vallejo resident, Joshua Briggs and 26 year old Vallejo resident, Jason Hall into custody. Briggs and Hall were booked for possession of a stolen vehicle, possession of a stolen financial access card, possession of drug paraphernalia and probation violations. After booking, they were transported to county jail

Report no.06-00202

On Wednesday, January 4, 2006, at 0743 hours officers were in the 10200 block of San Pablo Avenue conducting a stolen vehicle investigation. While the officer was taking the victim’s Statement, the suspect called and asked the victim if they wanted their vehicle back. Detective’s located the vehicle in the 1400 block of Coalinga Avenue, in Richmond. While the detective’s watched the vehicle, two suspects entered it and drove away from the area. The vehicle was stopped in the area of Garvin Avenue and 23rd Street, in Richmond. 41 year old Richmond resident, Denise Martin and 45 year old Richmond resident, Ronald Prather were taken into custody. Martin and Prather were booked for possession of a stolen automobile and were transported to county jail.

On Tuesday, January 3, 2006, at 1530 hours officers were dispatched to the Target store at 11450 San Pablo Avenue regarding a theft. During that investigation they arrested 26 year old Oakland resident, Kevin Henry for burglary. At that time they determined that Henry had also entered Target on January 2, 2006, at 1300 hours and had committed a theft of electronic equipment. Henry was arrested for the January 2, 2006, theft as well. Henry was booked for petty theft with priors and was sent to county jail.

Report no.06-00178

On Tuesday, January 3, 2006, at 1530 hours officers were dispatched to the Target store at 11450 San Pablo Avenue regarding a reported theft. Officers conducted an investigation and determined that 26 year old Oakland resident, Kevin Henry and 19 year old San Leandro resident, Angela Willis had entered Target with the intent to steal electronic equipment. Henry and Willis were arrested for burglary. Henry and Willis were transported to county jail.

Report no.06-00096

On Monday, January 2nd, 2006 at 1250 hours officers responded to the Sprint Store located at 9889 San Pablo Ave. on report of a robbery that had just occurred. Just fifteen minutes earlier, a robbery had occurred at a Metro PCS store in San Pablo with a similar description of the suspect and suspect car. While responding to the scene, Officer Brosas saw a car matching the description of the suspect vehicle and followed it onto the Freeway waiting for other officers to arrive to make a stop on the vehicle. The vehicle was stopped and the three occupants detained. Witnesses from both the El Cerrito Robbery and the San Pablo robbery were brought to the scene and identified the car and one of the occupants, Marcus Gross, a 18 year old Richmond resident as the main suspect that entered the store selected a ear piece and started to leave the store. When confronted about taking the ear piece, he displayed a handgun in his waistband, drew it and stated that he would be taking the item. The handgun turned out to be a pellet gun. The other occupants of the car, Marcus Willis a 18 year old Antioch resident and Marquez Webb, a 19 year old Hercules resident were also arrested for robbery.

When Gross was taken from the patrol car at the El Cerrito Police Department he attempted to flee in handcuffs when he told the officer he had a gun sewn in his pants. Gross was unsuccessful in his attempted escape.

The three were transported to the county jail pending review of the case by the District Attorney’s Office.

On Sunday, January 1, 2006, at 1715 hours officers were dispatched to the Target store at 11450 San Pablo Avenue regarding a theft investigation. Officers conducted an investigation and determined that 25 year old Emeryville resident, Lorenzo Evans had attempted to fraudulently return store property that he had just removed from a store shelf. Evans was arrested for attempted grand theft. Evans was booked and then released on a citation.

Report no.06-00029

On Sunday, January 1st, 2006 at 1000 hours an officer made a traffic enforcement stop on a bicyclist at San Pablo Ave and Hill St. During the stop it was determined that the bicyclist was in possession of methamphetamine and a pipe for smoking the drug. He was also found to be in possession of two large firecrackers commonly known as M-1000’s. These are considered explosive devices and are felonies to possess. The devices were delivered to the Walnut Creek Police Bomb Squad for testing and storage.

The bicyclist was identified as Martin Roberts, a 42 year old black male from Richmond. He was transported to the county jail on charges of possession of a controlled substance and possession of a destructive device. The District Attorney’s office will review the case for prosecution.
