On Tuesday, October 31st, 2006 at 0740 hours officers responded to a possible drunk driver in the 8500 block of Madera Drive. Officers arrived to find Douglas Penn, a 44 year old Richmond resident trying to start a car parked the wrong direction on the street with a shaved key. Property in the car referenced an address around the corner in the 1400 block of Arlington Blvd. A check of the residence found the front door ajar. Penn had apparently removed small filing box from the residence. He was booked on charges of residential Burglary and possession of burglary tools he was released pending contact with the victim.

On Friday, October 27th, 2006 at 2119 hours officers responded to the intersection of San Pablo Ave and Cutting Blvd on report of a three car injury collision. Officers arrived to find three vehicles, all with heavy damage blocking both southbound lanes of San Pablo Ave. There were two juveniles, aged 10 and 15, that were injured to the point of being transported to the hospital by ambulance in the first car struck by a Jeep Cherokee driven by Gregory Rodriguez, a 45 year old Richmond male. He was found to be heavily intoxicated and arrested at the scene for Driving under the influence and causing injury to the two juveniles. The investigation showed that the impaired driver struck the car in front of it which in turn was forced into the car in front of that. The second car hit was spun around 180 degrees due to the impact. Rodriguez was transported to the El Cerrito Police Department for booking. After he provided a blood sample to determine his level of intoxication he was transported to the County Jail on felony DUI charges.

Update: Second suspect turns himself in.

On Monday, November 6th, 2006 Talmadge Coleman, 21 years old of Richmond turned himself in to the El Cerrito Police in regards to the robbery. He was booked and transported to the county jail.

Subject: Kentucky Fried Chicken robbed by person known to employees.

On Friday, October 27th, 2006 at 1605 hours officers responded to the Kentucky Fired Chicken located at 10175 San Pablo Avenue on report of a robbery that had just occurred. The suspect had entered the store, produced a handgun and demanded money from the register. The suspect received cash and fled the restaurant to a waiting car.

The suspect that had produced the gun was recognized by several employees as someone that had frequented the business in the past. The suspect had been an employee of the nearby Cold Stone Creamery and had traded ice cream for chicken in the past.

Officers identified the driver of the car as Joseph Mason, a 21 year old Richmond resident. He was arrested for his role in the robbery at the El Cerrito Cold Stone Creamery on Saturday, October 28th, 2006 when he arrived at work. Mason was booked on robbery charges and transported to the county jail.

The suspect that had produced the gun in the store was identified as Talmadge Reginald Coleman, a 21 year old Richmond resident. An arrest warrant for robbery has been issued for his arrest. Coleman is aware he is wanted by the police.

On Tuesday, October 25, 2006, at 0032 hours officers were dispatched to a disturbance in the 11300 block of San Pablo Avenue. They arrived and conducted an investigation. The officers arrested 44 year old Richmond resident William Spiers for an assault. The officers transported Spiers to the county jail.

Report no.06-19399/ 06-19400/ 06-19402

On Tuesday, October 24th, 2006 from 1730 to 1750 hours there were three separate robberies in El Cerrito. Within that first half an hour all three suspects were in custody.

The first robbery attempt occurred at the El Cerrito Swim Center locker room. An 11 year old boy was using the restroom when someone began kicking on the door to the stall. When he opened the door he was confronted by a 10 year old boy demanding his wallet. The suspect left when he learned that 11 year olds don’t carry wallets. The suspect was detained by officers near the Safeway store at San Pablo Ave and Moeser Lane and identified by the victim.

The second robbery attempt occurred at 1735 hours on the Bart Path to the rear of 11720 San Pablo Ave. A man walking from the BART station was confronted by a 16 year old male blocking his way. He then demanded the man’s wallet. The man ignored the demand, turned and walked back to the BART Station to make a report of the incident. The suspect was accompanied by another 15 year old male that did not directly participate in the robbery.

The third robbery occurred on Knott Ave at San Pablo Ave, across the street from 11720 San Pablo Ave. minutes after the second. The same suspects grabbed a woman’s purse and fled on foot under the freeway on Cutting Blvd. An officer located the two suspects a few blocks away going through the victim’s purse.

During the investigation it was learned that the 10 year old suspect from the first robbery was the brother of the 16 year old suspect in the other two robberies.

All three suspects were sent to the juvenile hall in Martinez.

On Sunday, October 22, 2006, at 2320 hours an officer noticed a vehicle with an expired registration, in the 2000 block of Key Boulevard. The officer stopped the vehicle and conducted an investigation. The officer arrested 29 year old El Cerrito resident Laila Steele-Parrott for possession of methamphetamine, possession of a methamphetamine pipe and driving with a suspended license. The officer booked Steele-Parrott and then cited her, pending lab results on the methamphetamine.

The case is currently at the District Attorney’s office pending review.

On Sunday, October 22, 2006, at 2012 hours officers were advised of a Lo-Jack stolen vehicle alert in the El Cerrito area. An officer saw the stolen vehicle drive by him. The officer stopped the vehicle at Moeser Lane and Liberty Street. The officer took 57 year old Oakland resident Joe Anderson into custody on several charges to include, possession of a stolen vehicle, possession of narcotics, possession of tear gas by a felon, failure to register as a sex offender, possession of drug paraphernalia and driving with a suspended license. The officer recovered the vehicle and then booked Anderson on the above charges. The officer took Anderson to the county jail. The case is at the District Attorney’s office for review.

On Sunday, October 22, 2006, at 1840 hours officers were dispatched to the Target store located at 11450 San Pablo Avenue regarding a theft. The officers arrived on the scene and conducted an investigation. The officers arrested a 14 year old Richmond resident and a 15 year Richmond old resident for stealing about $120.00 worth of store property. The juveniles were booked for burglary and were released to their guardians.

On Saturday, October 21, 2006, at 1955 hours an officer stopped a vehicle at Lincoln Avenue and Elm Street for a Vehicle Code violation. The officer conducted an investigation. The officer arrested 24 year old Berkeley resident Andrew Davis and 25 year old Berkeley resident David Rauch for possession of approximately six ounces of high grade marijuana for sales. The suspects were booked for possession of marijuana for sales and transportation of marijuana. The officer transported the suspects to the county jail. The case is pending at the District Attorney’s office.

On Saturday, October 21, 2006, at 1945 hours an officer stopped a vehicle at Blake Street and Lexington Avenue for a registration violation. The officer conducted an investigation, which led to the arrest of 39 year old Kensington resident James Leach for possession of marijuana for sales. The officer recovered about two ounces of high grade marijuana, scales, packaging and a moderate amount of U.S. currency. The officer booked the suspect and then sent him to the county jail.

On Friday, October 20, 2006, at 2215 hours officers were dispatched to the Target store located at 11450 San Pablo Avenue regarding a theft. The officers arrived and conducted an investigation. The officers arrested 42 year old Richmond resident Rebecca Jacobs for stealing about $44 worth of batteries. The officers booked Jacobs for one count of 666 P.C. – Petty Theft with Priors. The officers took Jacobs to the county jail.

The case is currently at the District Attorney’s office being reviewed.

On Friday, October 10, 2006, at 1500 hours detectives arrested Aaron Newsome on a 2.2 million dollar Rape and Kidnapping arrest warrant that was obtained regarding Newsome’s involvement in El Cerrito Police Department case #06-09573. Newsome was booked into the county jail and is awaiting trial.

Report no.06-19061

On Thursday, October 19th, 2006 at 1453 hours officers responded to the Hi-Fi Stereo shop located at 11264 San Pablo Ave on report of a robbery that had just occurred. Three suspects had approached the rear of the business and one suspect entered and confronted the owner with a gun and demanded money. The owner locked the second two suspects out of the business and pointed out a police car that had just driven by. The suspect with the gun fled out the front of the business. Two juveniles were taken into custody. One was found hiding under a car in the parking area to the rear of the business. The second juvenile was detained at Potrero Ave and I-80. Both were identified as the two secondary suspects in the back lot. The third suspect remains at large as the investigation is ongoing. There was no loss during the attempted robbery.

On Wednesday, October 18th, 2006 at 1525 hours officers responded to the Bank of America located at 10422 San Pablo Ave on report of a forgery in progress. Officers detained Katrina Dixon, a 36 year old Richmond resident inside the bank. She had attempted to cash a check with a fraud alert on it. Dixon stated she had arrived in a white car. Chief Kirkland and Commander Regan had arrived in the bank parking lot and had seen a vehicle matching the description leaving the bank. They contacted the car in front of Dixon’s residence. The driver, Michael Watson, a 32 year old San Francisco male was found to have numerous items of personal identification from various victims on his person. He also had a warrant for his arrest. The pair was arrested and transported to the county jail.

On Tuesday, October 17, 2006, at 0055 hours an officer noticed a vehicle at San Pablo Avenue and Cutting Boulevard, commit a Vehicle Code violation. The officer ran the vehicle’s license plate and the vehicle came back as stolen out of Berkeley, California. The officer conducted a stop on the vehicle and arrested 43 year old Richmond resident Lisa Perez and 22 year old San Pablo resident Travis Walker for possession of a stolen vehicle. The officers booked the suspects and then sent them to the county jail.

On Monday, October 16, 2006, at 1527 hours officers were dispatched a forgery in progress at the Bank of America, located at 10422 San Pablo Avenue. The officers arrived and conducted an investigation. The officers arrested 20 year old Oakland resident Sherrell Jackson for burglary and forgery. The officers booked Jackson for the above charges and then sent her to the county jail.

The case is currently being reviewed by the District Attorney’s office.

On Saturday, October 14, 2006, at 1826 hours officers were dispatched the Albertson’s store located at 1000 El Cerrito Plaza regarding a theft. The officers arrived and conducted an investigation. The officers arrested 48 year old Oakland resident Eric Traylor for stealing about $50.00 worth of liquor. The officers booked Traylor for one count of 459 P.C. – Burglary. The officers transported Traylor to the county jail.

The District Attorney’s office reviewed the case and filed several felony counts against Traylor.

On Wednesday, October 11, 2006, at 1824 hours officers were dispatched to the Albertson’s store at 1000 El Cerrito Plaza regarding a theft. The officers conducted an investigation and arrested 55 year old Oakland resident James Jackson for stealing beer. The officers booked Jackson for one count of 666 P.C. – Petty Theft with Priors. Jackson was sent to the county jail. The case was referred to the District Attorney’s office for review.

On Tuesday, October 10, 2006, at 1318 hours officers were notified of a possible child abuse case in the 900 block of Contra Costa drive. The officers investigated the claim and arrested 42 year old El Cerrito resident Perry Holmes for one count of 273(d) P.C. – Corporal Injury to a Child. Holmes was booked and then sent to the county jail. The case was referred to the District Attorney’s office for review.

On Tuesday, October 10, 2006, at 1207 hours officer were dispatched to the Copeland’s Store at 300 El Cerrito Plaza regarding a theft. The officers arrived and conducted an investigation. The officers arrested 37 year old transient Robert Molloy Jr. and 47 year old transient Charles Hardigree for stealing about $232.00 worth of clothing and shoes. The officers booked the suspects for 666 P.C. – Petty Theft with Priors. The officers transported both suspect to the county jail.

On Monday, October 9th, 2006 at 1900 hours an officer contacted a group of juveniles on the BART path near Eureka Ave the group had been smoking marijuana. A Juvenile from El Cerrito was found to be in possession of marijuana packaged for sales. He was arrested and released to his guardian.

On Monday, October 9, 2006, at 1418 hours officers were dispatched to the Target store located at 11450 San Pablo Avenue regarding a theft. The officers arrived and conducted an investigation. The officers arrested 61 year old Richomnd resident Shirley Amie for stealing about $484.00 worth of clothing and cosmetics. The officers booked Amie for one count of 666 P.C. – Petty Theft with Priors. The officers transported Amie to the county jail.

Report no.06-18310

On Monday, October 24, 2005, at 1615 hours officers responded to the Well Fargo bank at 9800 San Pablo Avenue regarding a forgery. The officers arrived and found that the suspects had fled just prior to their arrival. The officers conducted an investigation and identified the suspects as 46 year old San Francisco resident, Angel Williams and 21 year old San Francisco resident Ebony Hayes. The case was forwarded to the fraud detective, who determined that Williams’ real name was Faye Monka. The detective obtained Ramey arrest warrants for Monka and Hayes.

On June 19, 2006, the detective was notified that Hayes was in custody at the Solano County detention facility. The detective responded and took custody of Hayes. Hayes was booked for forgery and then transferred to the county jail in Martinez.

On Saturday, October 7, 2006, at 0631 hours officers were dispatched to a disturbance in the 500 block of Oak Street. The officers arrived and found that the victim’s boyfriend had attempted to kick in her apartment door. The boyfriend had fled prior to our arrival (#06-18245).

At 0715 hours officer responded back to Oak Street residence regarding a second disturbance, stemming from the first. The officers investigated and arrested 23 year old El Cerrito resident Ashley Graham for threatening to kill her neighbors. The officers booked Graham and then sent her to the county jail (#06-18246).

On Thursday, October 5, 2006, at 1858 hours officers were dispatched to The Dollar Warehouse located at 10734 San Pablo Avenue regarding a theft. The officers conducted and investigation. The officers arrested 29 year old San Pablo resident Steven Koziol for stealing about $5.00 worth of markers. The officers booked Koziol for one count of 666 P.C.- Petty Theft With Priors. When the officers started to load Koziol for transport to the county jail, he attempted to escape custody, but was unsuccessful. An additional charge of 4532 P.C.- Attempted Escape From a Custodial Officer was added. Koziol was taken to the county jail. The case was sent to the District Attorney’s office for review.

On Tuesday, October 3, 2006, at 1451 hours officers were dispatched to the Target store located at 11450 San Pablo Avenue regarding a theft. They arrived and conducted an investigation. They arrested Timozray Vernon a 24 year old transient for stealing about $442.00 worth of over the counter medications, eye care products and razors. Vernon was booked for one count of grand theft and was sent to the county jail. The District Attorney’s office reviewed this case and filed several felony counts against Vernon.

On Tuesday, October 3rd, 2006 at 1400 hours an El Cerrito School Resource Officer assigned to the El Cerrito High School campus observed what appeared to be a fight just inside the gate at the front of the school. When he went to investigate he learned that a student had been “maced”. The chemical agent was believed to be OC pepper spray.

Several witnesses and the victim observed a 14 year old female student spray a chemical agent into the face of another 17 year old female student. The incident is apparently an extension of a problem that started at last week’s football game. The victim was treated for being sprayed with a chemical agent at the scene and taken to the hospital for further decontamination. The suspect student was contacted and arrested. She had an outstanding arrest warrant for battery and the new charge for the illegal use of tear gas. The suspect 14 year old was transported to the Juvenile Hall.

On Monday, October 2, 2006, at 1530 hours officers responded to the Target store located at 11450 San Pablo Avenue regarding a theft. The officers conducted an investigation and arrested a 16 year old juvenile for burglary. The officers booked the juvenile and then cited him to his parents.

On Monday, October 2, 2006, at 1254 hours officers were dispatched to the Target store at 11450 San Pablo Avenue regarding a theft. The officers arrived and conducted an investigation. The officers arrested Sergio Martinez, a 19 year old transient for stealing about $8.00 worth of clothing. The officers booked Martinez for one count of burglary and then sent him to the county jail.
